This project involved the design and construction of an 85,000
square-foot, three-story administrative facility for the Navy
Warfare Development Command, which will move from Newport,
Rhode Island to Norfolk, Virginia under a Base Realignment and
Closure action. The building was designed and built to be architecturally compatible with surrounding facilities, while establishing an individual and contemporary image befitting a two-star headquarters. A memorable entrance will transform a traditional storm water retention pond into a design feature with two interconnected reflecting pools containing fountains and integrated landscaping. |

The facility will meet appropriate DoD anti-terrorism and force
protection standards including blast resistant windows and
structural features to
prevent progressive collapse. Sustain able design features and
construction practices will enable certification under the Green
Building Council’s Leadership in Energy and Environmental Design for
New Construction.
Tesoro has teamed with BE&K Government Group, Inc., a Birmingham, Alabama-based construction firm who is a recognized leader in the construction industry. BE&K brings to the team significant experience in constructing large administrative facilities for a variety of owners, a number of which have been by design-build project delivery. Burgess and Niple (B&N), an ENR Top 500, full-service, award-winning Architect-Engineer firm, will be the designer of this project. B&N, who is Tesoro’s designer of choice, has extensive experience designing large administrative facilities. |
