Tenure with Tetra Tech Tesoro

Jay joined Tesoro in 2004 and is currently responsible for the supervision and direct efforts of project managers and support staff engaged in the management of Tesoro projects for our Coast Guard clients.  He also manages all contingency contracts.

Jay began his tenure with Tesoro as a Project Manager executing projects for the Navy and Air Force.  In 2005, he was promoted to Vice President and Program Manager overseeing the Coast Guard program.

 

Prior Experience

Jay has 24 years of experience in engineering and construction.  For most of his career, he served in the Navy Civil Engineer Corps where he held a variety of leadership and management positions in construction, engineering and public works organizations.  Just prior to joining Tesoro, Jay worked for Naval Facilities Engineering Command, Atlantic, in Norfolk, as an Assistant Operations Officer where he directed the operational planning, construction management support, and budget administration for contingency operations throughout the eastern United States, Caribbean, Central and South America, Europe, Africa, and the Middle East.  While in the Navy, Jay was a member of the Acquisition Professional Community and was a Warranted Contracting Officer with unlimited authority.
